Dependant Pass and Permanent Residency: Can Dependant Passes Apply for PR?

In Singapore, obtaining Permanent Residency (PR) provides several benefits, including unrestricted work rights, long-term residency, and access to public services. While Employment Pass (EP) and S Pass holders are common applicants for PR, Dependant Pass holders may also be eligible for PR. This article explains on permanent residency, Dependant Pass, and provides clarity on whether DP holders can apply for PR.


What is Permanent Residency?

Permanent Residency in Singapore is a long-term residency status that allows foreign nationals to live in the country on a permanent basis, enjoying a wide range of benefits similar to that of Singaporean citizens. PR holders can reside, own property, and enjoy access to social services, such as healthcare and education. Unlike short-term passes or work visas, PR status provides stability and security, as holders are not tied to employment or specific visa requirements. It also provides the opportunity to apply for Singapore citizenship after a certain period, based on eligibility. The Immigration and Checkpoints Authority (ICA) manages PR applications, considering various factors like family ties, economic contributions, and integration into Singapore society.



What is a Dependant Pass in Singapore?

A Dependant Pass in Singapore is a type of visa issued by the Ministry of Manpower (MOM) for the immediate family members (such as spouses and unmarried children under 21) of Employment Pass or S Pass holders. This pass allows dependant to reside in Singapore while the primary pass holder works. The Dependant Pass is typically tied to the validity of the primary pass holder's employment, and if the primary pass holder’s work pass is cancelled, the Dependant Pass will be revoked.


Can Dependant Pass Holders Work in Singapore?

A Dependant Pass does not grant the holder the right to work in Singapore. To be eligible to work, Dependant Pass holders must be applied for a work pass (such as an Employment Pass, S Pass, or Work Permit). If the work pass application approved, the Dependant Pass have to be cancelled before they can get the new work pass issued. Once the individual obtains their own work pass, their stay in Singapore is no longer dependant on the previous primary pass holder. 


Can Dependant Pass Holders Apply for PR?

Dependant Pass holders cannot apply for Permanent Residency on their own. Instead, dependant of EP or S Pass holders can apply for PR as part of the main applicant’s PR application. In the event that a Dependant Pass holder is granted Permanent Residency, they will no longer require a work pass and can work freely in Singapore.

Eligible work pass holders should include their dependant when they apply for permanent residency. If a primary pass holder converted to PR without including their dependant, the Dependant Pass will be revoked rendering the primary work pass invalid. In this case, the dependant will be required to apply for a Long-Term Visit Pass (LTVP) to continue residing in Singapore.



Key Eligibility Criteria for Dependant in PR Application


  • Spouse: The applicant must be legally married to the main work pass holder. The longer the marriage, the stronger the application, as family stability is an important factor. The spouse must also have lived in Singapore for a reasonable period (usually at least 1 year) to be considered.

  • Unmarried Children: Children under the age of 21 are eligible to apply for PR. The child must be an unmarried biological child or legally adopted child. The application for children is typically processed as part of the main applicant’s PR application. Children above 21 years old or married children are generally not eligible to apply as dependant.


Documents Required for Dependant in PR Application

Here’s a list of additional documents required if you have dependant in your PR application:


  1. Marriage Certificate: A copy of the marriage certificate for the spouse of the main applicant.

  2. Birth Certificate: A copy of the birth certificate for each child under 21 years of age.

  3. Dependant Pass: A copy of the Dependant Pass for dependant currently residing in Singapore.

  4. Passport: Copies of the passports for each dependant, including personal particulars and any relevant pages.

  5. Photos: Recent passport-sized photographs of each dependant.


These documents are submitted to the ICA for review as part of the PR application process. It’s important to ensure that all documents are valid and up to date to avoid delays.


Conclusion

Dependant Pass holders cannot apply for Permanent Residency independently. Their PR application must be submitted alongside the main work pass holder’s PR application. The Dependant Pass will be revoked if the primary work pass is cancelled, and the dependant must apply for a Long-Term Visit Pass (LTVP) to remain in Singapore. By including dependant in the PR application, they who meet the eligibility criteria may transition to becoming Permanent Residents of Singapore.
